Utilizing Esri ArcGIS Online for Multi-agency Regional NPDES Reporting

Coordinating and collecting data about pollutant assessment, inspection, and sampling activities in the field is a significant challenge. These challenges are further amplified when multiple agencies must collaborate on regional National Pollutant Discharge Elimination System (NPDES) permits. Existing methods of information collection and management include numerous paper documents, Excel spreadsheets, GIS files, digital photos, and other data that must be laboriously reconciled, complied, and merged into a regional database. 

The Contra Costa Clean Water Program (CCCWP) has undertaken a pilot program to determine if ArcGIS Online and Collector for ArcGIS could be used as an application framework for a regional NPDES database supporting its 21 permittees. This paper will present the structure and components of the pilot system and results to date as to how the system is performing for trash and PCB baseline and pollution reduction activity reporting.
