Mark McGinnis is the geographic information systems (GIS) Manager with 15 years’ professional experience in geospatial technologies and application development in both the private and public sectors. As the GIS Manager, Mr. McGinnis has been responsible for project management and coordination, application development, software integration, spatial modeling/analysis, best practices initiatives, data development, and map production. His experience includes database development and management, spatial analysis, spatial model building, and online web and mobile applications. He has assisted in the preparation of habitat conservation plans (HCPs), biological resources technical reports, and environmental impact reports (EIRs). He has also provided needs assessments and as-needed GIS services to municipalities and agencies. In addition, he has provided GIS support for numerous biological resources reports, wetlands permitting and jurisdictional delineation reports, fatal flaw analysis reports, and focused species surveys throughout California.
